What to Keep in a Document Bag
The useful bag is the one you packed before you needed it. Here is a list short enough to finish this weekend.

Papers that are slow to replace
Start with identity: passports, birth certificates, social security cards, marriage papers. Then ownership: deeds, vehicle titles, the lease. Then money: insurance policies, recent tax returns, a list of accounts.
If losing a paper would cost you weeks, it belongs in the bag.
Small things count
Add a spare car key, some cash and a USB drive with scans. A flat bag with a pouch keeps these apart from the papers. A box with card slots does it better.
Write down the phone numbers you would need if your phone were lost.
Sort it once
Group papers by person or by subject and label each group. An accordion organizer does this with 13 tabs. In a flat bag, a few labeled envelopes do the same job.
Sorting now saves the search later.
Keep copies elsewhere
One case in one house is a single point of failure. Scan what you can and store the files online. Leave a second set of copies with someone you trust.
Open the bag once a year and replace what has expired.
